Insulating boots are worn to prevent the operator from being subjected to striding voltages when the device housing has a higher potential. "Safety Regulations" states in Article 25: "When operating outdoor high-voltage equipment in rainy days, the insulating rods shall have rain-proof covers and insulated boots. The grounding grid resistance shall not meet the requirements, and the insulated boots shall be worn on sunny days." In practice, the above regulations should be strictly observed, and be careful to wear insulated boots when:
(1) In the inspection tour where the electrical equipment is abnormal, including the grounding of the small current grounding system.
(2) When the equipment is inspected during rainy days and lightning activities and when it is operated with insulated rods.
(3) When a personal electric shock occurs, go to the rescue.
(4) When the switchgear operation and inspection are performed on the power distribution device whose grounding grid resistance is unqualified.
